Nicolás is a lawyer graduated from EAFIT University. He is passionate about administrative law, particularly government contracting and liability. He has served as legal advisor in various roles in the public and private sector, focusing on the subject of government procurement, experience covering from the preparation of preliminary studies, specifications and contracts, to the response and attention to requirements and disputes with public entities and contractors, from the pre-contractual phase to the termination and liquidation of contracts.

He keeps a close relationship with academia. He has been coordinator of the Administrative Law Seminar at EAFIT University, has participated in several research projects and has been a speaker at the Administrative Law Conferences of the same University. He is rigorous, logical and efficient when it comes to finding solutions.

Claim for the elimination of the measures of constraint in favor of Consorcio Redes Barrancabermeja 2020.

Involved in the request for the elimination of the fines imposed by Ecopetrol to Consorcio Redes Barrancabermeja 2020, regarding the contract entered into between the parties for the restoration of the viaducts of the Barrancabermeja refinery.

This matter is particularly complex, as it is debated whether it is legally feasible for Ecopetrol to revoke these fines considering that it is a contract framed in an exempted regime of the General Statute of Contracting of the Public Administration.


Development of a guide to the public procurement system in Colombia for Basque Trade Investment.

Developed a comprehensive and detailed guide to the public procurement system in Colombia, aimed at small and medium-sized European companies, commissioned by the internationalization agency Basque Trade Investment, the European Agency for SMEs, Business France and the Walloon Export Agency (AWEX, Acronym for the French original).

The guide addressed aspects ranging from the different procurement regimes of public entities and contractor selection procedures to mechanisms for the resolution of disputes arising from the contract and an analysis of the risks and opportunities offered by the public procurement scene in Colombia.
